In a rapid tournament with inadequate supervision certain competition rules may not apply; for example, illegal move or flag fall (Article A4). Suppose I am the only arbiter of a fifty-player rapid event played with a ten second increment:

1. I walk by a chessboard and notice that an illegal move is being made. Can I assume that at this particular moment the game is adequately supervised, which would allow me to intervene and not wait for the opponent to make a claim?
2. I, along with a party of interested spectators, have been standing for a little while in front of the last game of a round to be completed. Both players are under time pressure. One flag falls, but the opponent does not notice. Article A4 seems to forbid me from intervening: The arbiter shall refrain from signalling a flag fall, but he may do so if both flags have fallen. Can I intervene on the grounds that the game currently enjoys adequate supervision?
3. Would your answers differ if this were a Blitz event?

If the Article/Law is known exactly, you could realize that the Question is False?!
